Who We Are

Property Management Systems was founded in 1998 by Michelle L. Horneff-Cohen, a licensed real estate broker who has been working in the San Francisco housing industry since the mid-'90s. What began as a small consultancy has grown into full-service firm staffed by a team of skilled professionals. Together, the Property Management Systems team has managed and leased thousands of residential units throughout San Francisco.

 

 

Founder

Michelle L. Horneff-Cohen
Broker, CCRM, MPM®, RMP®
Owner/Property Manager

Michelle Horneff-Cohen began her property management career as an on-site residential manager in 1995 and has since become a seasoned residential rental-housing consultant, property manager, mediator, expert witness, and petition specialist. She has particularly extensive experience with the San Francisco Residential Rent Stabilization and Arbitration Board.

Michelle is a Licensed Real Estate Broker and is currently the President of the Professional Property Management Association of San Francisco, having previously served as the Executive Director from 1999 to 2004 and the Political Affairs Director from 2004 to 2006. She holds with Superior Achievement the California Apartment Association's prestigious California Certified Residential Manager Certification (CCRM) and has instructed the CCRM series for California Apartment Association chapters and divisions throughout Northern California. In addition, she develops and instructs seminars and workshops for the California State Chapter of the National Association of Residential Property Managers (CALNARPM), the Professional Property Management Association of San Francisco (PPMA), and the San Francisco Apartment Association (SFAA).

Michelle is also involved with the National Association of Residential Property Managers (NARPM®), having participated for a number of years at the national level on the Communications, Education, Marketing, and Convention Committees. She received NARPM®'s distinguished Residential Management Professional (RMP®) designation during the 15th Annual National Convention in Hawaii in September 2003 and received her Master Property Manager (MPM®) designation at the Annual National Convention in Seattle in October 2010. She has been involved with the Board of  Directors for CALNARPM  since being a founding Steering Committee member in 2002 and served as the President from 2008 to 2009.

Michelle was recently elected to the San Francisco Chamber of Commerce Board of Directors. She is a member of the Board of Directors for the San Francisco Apartment Association and is a founding member of the Board of Directors for the San Francisco Housing Foundation. She held the real estate seat on the San Francisco Lead Poisoning Prevention Citizens Advisory Committee from 1999 to 2004 and also served as the Vice Chair on the City College Citizens Bond Oversight Committee from 2005 to 2009.

Our Team

Joanne Horneff, CCRM
Maintenance Coordinator

Joanne Horneff has been with Property Management Systems since it was founded in 1998. As a highly capable and organized Licensed Real Estate Agent, Joanne held many roles and handled many responsibilities within the company previous to her current position as Maintenance Coordinator. Her keen sense of diplomacy allows her to balance owner and tenant needs while facilitating all maintenance requests. Joanne, in addition to being a Licensed Real Estate Agent, holds the California Certified Residential Manager (CCRM) designation with the California Apartment Association and a Certificate in Real Estate from City College of San Francisco.

 

Nikisha Brock
Human Resources/Accounting Coordinator

Nikisha Brock, our Accounting Coordinator, has been in the property management industry for over 15 years and takes efficient care of all of the company's bookkeeping and HR needs. For property owners, she oversees the collection of rental payments and production of monthly operating statements on each property, so that you always know how your money is being handled. She makes sure all our numbers add up correctly.

 

Philip Chen
Bookkeeper

Philip Chen earned his bachelor's degree in business management economics at the University of California Santa Cruz. He joined the Property Management Systems team in May of 2010. As our Bookkeeper, he is responsible for managing the cash flow for each property.

 

Meghan Walker
Rental Desk Coordinator/Tenant Placement Services Specialist

Meghan Walker is our gregarious and passionate Rental Desk Coordinator and Tenant Placement Services Specialist. Whether marketing inventoried units, screening tenants, or working on finding clients fabulous places to live, Meghan is responsible for facilitating the complete rental process in a multifaceted system. She educates her clients on the highly regulated and variable San Francisco rental market and she listens to her clients to have a deep understanding of their unique requirements. Meghan studied law at Stanford University and holds a degree in economics with a minor in Arabic from Sacramento State University. She is fluent in English, Spanish, German, French, and Arabic.

 

Ramsey Moureau
Trade Association Assistant

Ramsey Moureau joined Property Management Systems in June 2010 after 23 years in the title insurance industry, the last 10 years spent as an operations manager. Ramsey received her bachelor of arts in political science from Virginia Commonwealth University and her juris doctorate from Gonzaga University School of Law.
